Policy for regular hiring of casual, seasonal and other workers under review: JK Govt

The policy unveiled by the government of Jammu and Kashmir in 2017 for the regular engagement of casual, seasonal and other workers is under review.

Official documents in the possession of a local news agency – Kashmir News Observer (KNO) reveal that the General Administration Department (GAD), in its opinion, told the Department of Roads and Buildings that the policy of regular engagement of casual, seasonal and other workers is under review.

“The department is advised that the policy regarding casual workers under SRO-520 is under review within the government,” the GAD wrote to the R&B department.

The Finance Department has informed the R&B Department that SRO-520 is being reviewed on the advice of the Legal Department.

On December 21, 2017, the PDP-BJP government unveiled a policy under SRO-520 for regular engagement of casual, seasonal and other workers.

Under this policy, casual, seasonal and other workers were entitled to monthly remuneration ranging from Rs. 10,000 to Rs. studies at least level 8 or higher.

The policy categorized workers as skilled and unskilled for pay and other benefits. It applied to casual workers, daily workers, seasonal workers, ITI-trained workers and ad hoc/contract/consolidated workers who had not met the eligibility criteria prescribed by law. An empowered committee constituted by the JK Government under the chairmanship of the Administrative Secretary’s Finance Department was authorized to recommend cases for the regular employment of casual, seasonal and other workers after careful consideration of the proposals received from the relevant administrative departments.

The empowered committee recommended 578 casual, seasonal and other workers for regular engagement before the policy was put in cold storage in 2019.
